Apart from the programs dedicated to the development of the emergency help, with the financial assistant from the grant of the Agency of International Development of the USA the program "Making New System of Preparation of Administrative Personnel of Public Health" was realized in the field of marketing, management and information technologies (supervisor - Professor A.P. Tcherbo). Within the framework of this program the new methodology of preparation of administrative personnel was introduced and the Department of Social Hygiene, Organization and Economy of Public Health (Head of the Department - V.N. Filatov) was equipped with the modern computer equipment. As it appeared, this program was only the first stage in realization of large-scale project dedicated to the problems of management in Public Health, which was initiated in the Academy since 1998.

The cooperation with foreign partners has brought not only substantial result in course of performance of the programs, but also promoted decision making, directed torwards optimization of work of the Academy. Some principles of teaching, evaluation of knowledge of physicians, system of preparation of teachers were reconsidered. As it was specified above the familiarizing with modern rules of writing the tests for evaluation of knowledge of physicians, which are used in the Western Europe and the USA, has allowed to apply them to drawing up the tests for carrying out the certification. And these new approaches were stated not only for the teachers of SPbMAPS, but also to the representatives of all institutes of improvement of doctors at the seminar in Moscow. Hereinafter these principles were applied for making tests for the new generation of the majority of specialties.

The study of features of teaching of dentistry at the American Universities was the reason for continuation of cooperation with the University of Iowa in new direction - development of teaching of family dentistry.

The more detailed acquaintance to methodology of training at the Western Universities has revealed necessity of making the structure for preparation of the own teachers. So, there was an idea, of organizing the new Department of Pedagogics of Higher Medical Schoo, wich appeared in 1998 (Head of the Department, Doctor in Medical Science S.L. Plavinsky).
