As it has been already mentioned above, the joint programs dedicated to the
development of modern principles in the area of management in Public Health
were conducted in the Academy. The value of the development of this direction
could not call doubts, as from the one hand without a modification of principles
of management it is impossible to realize reforms successfully, on the other
hand any professor, heading any departments of the Academy, becomes partly manager.
At the same time, the training in this sphere, as a rule, for the majority of
teaching structurs was missed. This feature was typical not only for the Russian
educational establishments, but also for Baltic and Scandinavian countries.
The professionals abroad understood the necessity of training in the field of
Public Health and, in particular, in the field of management a little bit earlier.
In this connection in 1960s in Geteborg (Sweden) the Nordic School of Public
Health was created. It has become an International educational institution,
in which the physicians and the Heads of all Northern countries could pass the
training.
This Institution included Sweden, Finland, Norway, Denmark and Iceland. In
1994, especially for Baltic countries, the Department which has received a title
Brimheath (a literal translation sounds as the Baltic Ring of Health) was organized.
The participation in operation of this Department revealed a possibility for
Baltic countries to send their employees for free probation to Northern countries,
to organize similar schools of Public Health on their territories with the financial
support of Northern countries. Taking into account the territorial location
of St.-Petersburg, the city was included in the network of this organization
and after negotiations conducted in Geteborg in 1998 (Professors N.A. Belyakov,
Professor O.Y. Kuznetzova), the Academy became the full representative
of St.-Petersburg in the Baltic Department of the Nordic School. Within the
framework of this cooperation on the base of the Academy the first seminar on
principles of management was organized in 1999, in which the teachers of the
Nordic School, and among them listeners together with the representatives of
Norway, Sweden and Baltic countries, teachers of SPbMAPS took part. Besides,
the representatives of teaching structure of the Academy began training under
different programs of this school abroad. There was not a full satisfaction
from this activity even after the success of the first steps in the development
of cooperation with the Nordic school in the structure of its Baltic Department,
as the own potential of the teachers, realizing the training on the similar
programs in the Academy, was not used. It has become clear, that such problem
as training of the broad audience of managers, can not remain without attention
of the Academy, the Departments of which have already rather successfully participated
in this process. It was promoted also by the first program of the grant in the
frameworks of Reforms of Health Care, which has been mentioned above. It is
remarkable, that the similar idea was presented in the Administration of the
city and the region. The mutual understanding with the representatives of the
Committees of Public Health of the city and the region, active participation
of the Academy in the life of municipal and regional Public Health have allowed
to pull together items concerning necessity of making the structure, which could
prepare the administrative personnel, as well as potential teachers in the field
of Public Health. The idea of establishing the Baltic School of Public Health
on base the of SPbMAPS was taken with enthusiasm both by the representatives
of the Nordic school, and the organization, which was engaged in coordination
of all international projects outside Sweden. The East European Committee of
the Ministry of Public Health of Sweden led by its General Director Mr. K. Ortendahl
became the main partner of SPbMAPS in creation of the Baltic School of Public
Health. Except Sweden the representatives of Ministry of Public Health of Finland
(the Coordinator - representative Ministry of Health of Finland M. Valtasari)
took part in the process. The significant feature of this organization was orientation
to training of the own teachers in different areas of Public Health, that in
time should become the guarantee of independence of the School and exclude the
compulsory invitation of the western teachers. The teachers of the Academy have
participated already in the summer and winter seminars of the Baltic School
together with the western lecturers, and the proportion of foreign lecturers
and Russian was equal. As first listeners the Heads of Public Health of regional
centers of North-West of Russia, and those teachers, further should pass training
at the Universities of Sweden and Finland were invited. The main directions
of activities of the Baltic School of Public Health are Management, Epidemiology,
Health Strengthening , Medical Statistics, Economy of Public Health Services,
Technology of Evaluation of Medical Care, Methods of Evaluation of Quality of
Providing of Medical Care.
