In the similar way two important for the Academy programs were created which
allowed to introduce methods of laparoscopic and endoscopic surgery (the partner
is "Jonson & Jonson" company) and to create the Center of Neurophysiological
Diagnostic in cooperation with the Austrian firm "EMC Handel" (the
supervisor of projects O.G. Khurzilava, Ph.D.)
The work, directed on search of grants, began in 1995 together with the Universities
of USA. The largest project was the grant received by the Academy together with
the University of Iowa from the Agency of International Development of the USA
in 1995 (the supervisor - Professor A.P. Tcherbo). This organization was
created by the government of the USA to support the democratic reforms in countries
of the Newly Independent States. The projects can be dedicated to different
aims, including changes in the field of Public Health. An essential feature
of this fund is that grants are given to partners, which should represent noncommercial
organizations both American party and one of the CIS countries. The control
of programs performance is assigned to Agency of International Development and
Exchanges (IREX), the employees of which permanently supervise the project processing
and financial accounting.
The total sum of the grant received by the Academy together with the University
of State Iowa is 1 million dollars. The main purpose of this program was the
development of family medicine in St.-Petersburg. The duration is two years.
For realization of this project the participants should work on series of problems:
first of all, they have to train in the University of Iowa 5 young teachers
of family medicine; to equip the Center of Family Medicine, in which the patients
could receive help and to drive the training both for city's physicians and
physicians from other regions of Russia. Besides, the major attention was given
to the information support of the program. On the grant's money the library,
containing both periodicals and monographs, dedicated to different sections
of medicine, medline on compact disks, containing medical information for five
years, were purchased. It is necessary to mention, that the Academy already
has the experience of teaching family medicine. There was the Department of
General Practice and the College of Internal Medicine, however the absence of
the own out-patient department and teachers, which simultaneously represent
a new speciality, couldn't allow to develop training of emergency aid doctors
according to modern demands. In this connection simultaneously with the foundation
of the Center of Family Medicine of MAPS the new Department of Family Medicine
(the Head of the Department is Professor O.Y. Kuznetzova) was organized,
in the structure of which both young teachers trained in the USA and the experienced
experts familiar with principles of teaching of family medicine are present.
Next year on the basis of already existed cooperation with the University of Iowa,
three grants related to development of emergency aid were received. In this case
the Academy represented itself as the main grant holder, which was imposed the
responsibility in processing of the documentation, including financiing the participants
of the program from the Russian side. The first grant was completed successfully,
despite many difficulties in their realization bearing both subjective and objective
character. They were connected with non-confidence of partners to each other at
the first stages of communication, low level of proficiency in English of the
Russian participants, difficulty of realization of the reform of emergency medical
care in St.-Petersburg, which was just started in that time. According to the
results this program has been considered the best by the Congress of the USA,
where reports of the Agency of International Development after summarizing the
performance of each program were submitted. Such project considerably strengthened
positions of the Academy in the field of teaching of family medicine. On the basis
of the Department and the Center of Family Medicine not only doctors and clinical
interns both of the city and region, but also young doctors from the University
of Iowa and Great Britain were trained. Further on the basis of the Department
of Family Medicine doctors of Petrogradsky district of St.-Petersburg have passed
the training. It seems that there was nothing special. However, it was the special
course of training, because not only members of the Academy participated in it,
but also the doctors and teachers of family medicine from Sweden, who within the
arranged program during one month were training the Academy's doctors in Stockholm.
Thus, for the first time the Russian teachers worked together with the foreign
teachers as the united team participating in realization of educational part of
reform of emergency medico-social help in St.-Petersburg. The financial aid for
this project was given by the Agency of International Development of Sweden.
