The College of Public Health

The College of Public Health is one of the oldest colleges of the Academy.

The organization of the College was predetermined by a preventive direction of medicine in Russia formed on a boundary of XIX and XX centuries. To a considerable degree the organization was promoted by the founder and first Director of the Institute E.E. Eihwald, who did a lot for engaging of public attention to hygienic problems of Russia.

His work "To a problem of decrease of a mortality rate in Russia" has introduced the considerable contribution to development of a preventive direction of domestic medicine.

The successor of E.E. Eihwald at the position of Director of Clinical Institute Professor M.I. Afanasyev who is the well-known expert in the field of bacteriology and infectious pathology has introduced the teaching of independent course in bacteriology. It can be considered that with the introduction of this course the systemic teaching of hygienic disciplines began.

The organization of the College of Sanitary & Hygiene has been preceded by the decree of the Director of the Institute M.G. Imyanitov N 33 in June, 1934 according to which "by character of operation in service of courses" a hygienic and theoretical group which consisted of 10 Departments was chosen: Social Hygiene, Bacteriology, Hygiene of Labour, Municipal Sanitation, General Hygiene, Professional Hygiene & Professional Pathology, Military and Chemical, Dialectic Materialism, Foreign Languages, Infectious Diseases.

The College of Sanitary & Hygiene was founded by the decree of Department of Health of the Russian Federation in October 1936. The Head of the Department of Microbiology Professor G.D. Belonovsky was appointed its first Dean.

From 1947 to 1961 the Dean of the College was Professor of the Department of Microbiology F.F.Lebedev. During this period the postgraduate training of doctors - hygienists and organizers of Public Health Services (Head Physicians of Hospitals, Managers of Medical Health Maintenance Facilities, Directors of Sanitary Epidemic Services) was carried out, as there were major problems of reconstruction of Public Health Care in the country, as well as in the field of prevention of infectious and non-infectious diseases.

During the next 30-35 years the College has been developing dynamically and qualitative and quantitative modifications both in educational process and in scientific field were made, thanks to the scientists and teachers who headed it.

Deans of College of Sanitary & Hygiene at that period were:

  • From 1961 to 1963 — Professor G.V. Novikov, the Head of the Department of Municipal Hygiene;
  • From 1963 to 1965 — Professor V.M. Retnev, the Head of the Department of Hygiene of Work and Professional Diseases;
  • From 1965 to 1966 — Associate Professor A.F. Zhuravlev, the Head of the Military Department;
  • From 1966 to 1972 — Professor P.I. Strelov, the Head of the Department of Infectious Diseases;
  • From 1972 to 1978 — Professor A.B. Khmyrov, the Head of the Department of Medical Care of Civil Protection;
  • From 1978 to 1993 — Associate Professor A.V. Sveshnikov, the Head of the Department of Social Hygiene;
  • From 1993 to 1995 — Professor A.P. Tsherbo, the Head of the Department of Medical Ecology;
  • From 1995 to 1997 — Associate Professor S.S. Pershin, the Head of the Department of Epidemiology;
  • From 1997 to 2000 — Professor A.L. Zeldin, the Head of the Department of Radiation Hygiene.

At present the Dean of the College is Doctor of Medicine S.L. Plavinsky, the Head of the Department of Pedagogics of High Medical School and Philosophy.

In 1995 the College of Sanitary & Hygiene was renamed to the College of Public Health.

Now the structure of the College includes 15 Departments. Because of breaking up the College of Training Physicians of General Practice, the Department of Rehabilitation and Sports Medicine and the Department of Family Medicine were included in the structure of the College of Public Health.

The College conducts an active training of experts in the new programs (Military Medicine and Medicine of Catastrophes, Nursery, Medical Law).

Alongside with the traditional training of medical workers in the humanitarian field (philosophy and foreign languages) the Department of Pedagogics of High Medical School and Philosophy was formed within the frame of the College.

The Departments of the College provide postgraduate training for 3200-3600 physicians and 500-600 medical workers annually, about 1/3 of them in distant area courses.

The staff of the College consists of 15 Professors, 49 Associate Professors, 17 Senior Lecturers and 5 Assistants.

From 86 teachers working at the Departments of the College there are 16 Doctors and 61 Candidates of Science (Ph.D.) and only 9 members do not have a degree. Most Departments of the College actively held the training of scientific and pedagogical reserves: in each Departments 1-2 postgraduate students are trained annually, and the corresponding postgraduate courses are used widely, as well as in Residency programs 7-8 persons are trained annually, too.

College collaborators publish 4-5 monographs annually, more than 15 educational methodical manuals, up to 80 magazine articles and theses, 2-3 collections of scientific works.

The teaching staff of the Departments actively works with Health Care bodies, provides consultive and organizational help to Central State Service of Epidemic Control (CSSEC) of St.-Petersburg and Russia, to doctors of local CSSEC bodies and medical organizations. The Heads of the Departments of Medical Ecology, Medicine of Work, Social Hygiene, Economy and Management in Public Health, Radiation Hygiene and other participate in the work of Expert Council of St.-Petersburg Committee of Public Health, Work and Social Protection Committee, etc.

The main tasks of the College are defined by following tasks of the Academy:

  • Selection and training the staff and reserve staff to substitute the positions of the Teaching Staff;
  • Improvement of educational and educational-methodological work at the Departments;
  • Strengthening of the Departments' material basis;
  • Improvement of research work;
  • Strengthening and development of relations with international organizations;
  • Expansion of forms and methods of work with Public Health organizations and bodies;
  • Development of self-supporting contract forms of the training of experts.

MILITARY and EXTREME MEDICINE DEPARTMENT

The Department was organized in 1995 by joining the Department of Military Medicine and the Department of Medicine of Catastrophes.

It provides improvement in questions of military and extreme medicine to physicians who study at the Academy. Besides the courses of thematic improvements for the Head Physicians of the hospitals, the Head Therapeutists of republics, regions, areas, for the doctors of specialized medical teams of constant readiness, such as "Planning and organization of the therapeutic help in extraordinary situations of peace and military period", "Organization and contents of work of treatment-preventive institutions of Ministry of Health of the Russian Federation in extraordinary situations of peace and military period", "Organization of the emergency radiological help in extraordinary situations" etc. are held.

The main scientific directions of the Department are: the study of a modern battle trauma; organization of work of medical organizations on preventive, medical and evacuation maintenance and medical protection of troops against a weapon of mass destruction; the study of features of pathology and organization of providing of medical care in the centers of natural disasters and catastrophes.

During 5 years 7207 visitors have been trained in the questions of military and extreme medicine. Thematic improvement on special courses 410 persons have passed. During this period members of the Department and other correspondence doctoral students successfully defended 7 Ph.D. and 2 Doctoral theses. 3 monographs and more then 250 articles were published.

DEPARTMENT of FOREIGN LANGUAGES

The Department was founded in 1963. It provides courses of general training in foreign languages and professional medical conversation for postgraduates, correspondence postgraduates and residents, as well as Russian for foreign residents.

The main research directions are: compiling specialized medical dictionaries, analysis of the specific features of the medical text.

DEPARTMENT of COMPUTER SCIENCE and MANAGEMENT in MEDICAL SYSTEMS

The Department was formed in 1989 on the basis of a course of Social Hygiene and a course "Management Information System in Public Health and Medicine", which has been taught since 1996.

The Department conducts courses of improvement and initial training in medical computer science, computer technologies and IT in Public Health for medical and assistants staff of treatment-preventive institutions, top-managers of Public Health bodies, teachers and researchers of medical educational institutions and research institutes; provides training in postgraduate courses in a speciality "Management in Biological and Medical Systems". The Department conducts thematic courses together with other departments.

The main scientific directions are: working out of expert systems in medicine and Public Health, medical device computer systems, mathematical methods in medicine.

During 5 years 1443 experts in different fields, 1 Ph.D. and 1 Doctor of Medical Science were prepared and 4 monographs, 16 articles, 4 manuals were published. 6 software and hardware applications were designed, certified and introduced. The electronic magazine "Information Systems in Medicine" is issued by the Department. The Center of Software and Databases Certification operates at the Department.

 

DEPARTMENT of MEDICINE of LABOUR

The Department was formed in 1924. It conducts courses of general and thematic improvement including certification for doctors in the field of professional pathology and hygiene of labour, in industrial sanitation for the employers and employees of labour security , and also conducts certified courses on professional pathology for researchers of the Research Institute of Medicine of Labour and teachers of the Departments of Professional Pathology of medical institutes.

Main research directions are: study of status of working conditions and health of workers in enterprises with automation and mechanization of production, hygiene and health of labour in building materials industry, in building production, in industry of microbiological synthesis; epidemiology of professional diseases.

During 5 years 2006 physicians for practical Public Health, 5 Ph.D., 2 Doctors of Medical Science were prepared. 2 monographs and 142 articles were published.

DEPARTMENT of MEDICAL ECOLOGY named after G.V.KCHLOPIN

The Department was formed in 1906 by the prominent Russian hygienist G.V. Kchlopin. It conducts courses of general and thematic improvement, including certified, for Head Physicians, managers of departments, physicians of sanitary, epidemiologists, doctors of groups of health study, Centers of Sanitary & Epidemiological Control — in municipal hygiene, hygiene of environment, preventive and current sanitary inspection, water supply hygiene, air and ground environment. It also provides training for physicians in original courses: "Hospital Hygiene", "Methodology of Evaluation of Risk for Health of Population Related to Environment Pollution", provides training in residency, clinical studies and postgraduate courses as well as within the framework of internal and international correspondence postgraduate courses.

The main research directions are: hygiene of management of household and medical waste; working out medical and ecological monitoring system in terms of large industrial city; medical and ecological analysis of risk for health of population related to environmental pollution; ecological-hygienic evaluation of family's health.

During 5 years the Department has prepared 1200 physicians, 2 Ph.D. and 2 Doctors of Medical Science, and at present under the Department's supervision 6 doctoral and 5 candidate (Ph.D.) theses are carried out. 6 monographs and 86 articles were published.

DEPARTMENT of MICROBIOLOGY and MYCOLOGY

The Department was formed in 1917. It provides courses of general and thematic improvement, including certified for bacteriologists of Sanitary and Epidemiological Centers, hospitals and polyclinics, dermatology & venereal hospitals ("Bacteriology", "Laboratory Diagnosis of Mycoses and Urethrites", "Laboratory Diagnosis of Syphilis and Urethrites").

The main research directions of the Department are problems of medical mycology, vascular and septic complications and bacteriomia.

During 5 years 1239 physicians were trained for Public Health, 50 works were published.

The Department was formed in 1989. It conducts courses of general and thematic improvement for physicians - therapeutists , experts in medical physical culture and sports medicine, as well as for medical workers of physiotherapy and medical physical culture departments.

The training is held in courses "Medical Rehabilitation of Patients of Therapeutic Profile", "Medical Physical Culture and Sports Medicine", "Medical Massage".

The main research directions of the Department are: "Functional Biocontrol and Correction of Antioxidant System of Patients with Stressogenic Disorders of Blood Circulation"; "Physical Rehabilitation of Patients after Endoprosthetics of Hip Joint.

During 5 years 1332 physicians for Public Health, 3 candidates (Ph.D.) of Medical Science were trained. 2 monographs and 37 scientific articles were published.

DEPARTMENT of FAMILY MEDICINE

The Department was formed in 1996. The main clinical basis of the Department is the Center of Family Medicine of MAPS, founded in the frame of grant program, received together with the University of Iowa, USA and equipped according to the international standards. The Department provides courses of general and thematic improvement for physicians of general practice, as well as for therapeutists and pediatricians of out-patient policlinic level. The courses include both initial training in speciality of general practice (family medicine) and thematic improvement in different fields: Preventive Medicine, Management in Family Practice, Emergency Medicine for Family Doctor.

The main research fields of the Department's activity are: prevention of the most common non-infectious diseases, treatment of chronic pain syndrome, issues of family practice organization.

Members of the Department are in editorial board of "Russian Family Doctor" magazine, which is issued since 1997.

During 3 years: 175 physicians and 14 nurses were trained for Public Health. At the course "Extended Reanimation" 47 clinical interns of MAPS have been trained, 4 foreign residents and 1 teacher from the University of Iowa have passed a probation at the Department.

3 candidates (Ph.D.), 1 Doctor of Medical Science have been trained at the Department.

The Department provided training in Intern programs for 70 physicians, in Clinical studies programs for 15 physicians.

DEPARTMENT of SOCIAL HYGIENE, ECONOMY and PUBLIC HEALTH MANAGEMENT

The Department was formed in 1997 on the basis of the Department of Social Medicine, leading its history since 1908 (the founder - Professor Z.G. Frenkehl), and the Department of Economy and Public Health Management opened in 1988 (the founder — Professor L.E. Polyakov).

The Department conducts courses of general and thematic improvement for top managers of Public Health bodies, their deputies, economists, statisticians, chief nurses, directors and employees of insurance organizations. The training for passing examinations on Certificate of Expert in Social Hygiene and Organization of Public Health is conducted as well as further training in speciality "Insurance Business" is carried out. The main subjects of courses are "Management and Marketing in Medical Bodies", "Methods of Optimization of Activity of Medical Bodies in Contemporary Conditions".

Also the training in residency and postgraduate courses is held.

The main research directions are: improvement of postgraduate system of training of the staff for Public Health, optimization of methods and means of management of Public Health, financial and economic analysis of activity.

During 5 years 3253 physicians , 4 candidates (Ph.D.) and 2 Doctors of Medical Science were trained for Public Health; 8 articles have been published.

The Department was founded in 2000 as a result of joining the Departments of Toxicology and Clinical Toxicology. It conducts courses of general and thematic improvement for physicians in sanitary, physicians of sanitary-hygienic departments, experts in environmental protection, laboratory assistants of toxicological departments, labs, researchers of research institutes and teachers of high schools, for doctor's assistants of health care bodies, pharmacists and other medical workers. Since 1996 the original courses are held at the Department which are "Organization of Account Control of Potentially Dangerous Chemical and Biological Substances"; "Providing the First Aid Within Chemical Catastrophes"; "Phyto-prophylaxis of Chemical Etiology Diseases".

The main research directions are: study of general and theoretical problems of preventive and ecological toxicology, development of express methods of toxicity evaluation and risk of new chemical agents, methods of phyto-correction and phyto-prophylaxis of chemical etiology of diseases.

2 monographs, 20 articles, 9 educational and methodical manuals were published.

At courses of clinical toxicology the courses of thematic improvement for anesthesiologists - reanimalotogists, emergency aid doctors, therapeutists, narcologists and psychiatrists are conducted.

The main scientific directions are: working out new methods of laboratory diagnosis, treatment of acute intoxication caused by psycho-pharmacological agents and alcohol, based on the study of pathogenic means of their operation; examination together with the Institute of Toxicology distribution of the dioxin like compounds — polychloric biphenyl in objects of environment, ways of its migration and its upkeep in biological environment of organisms of extra risk groups— children and feeding mothers.

During 5 years 1052 physicians and 4 candidates of Medical Science (Ph.D.) were trained. 2 monographs and 56 articles were published.

DEPARTMENT of EPIDEMIOLOGY and DISINFECTOLOGY

The Department was formed in 1938. It provides courses of general and thematic improvement for epidemiologists, including training for examination on Certificate of Expert; and in such subjects as prevention of in-hospital infections and tuberculosis, immune-prophylaxis and disinfectant study.

The main research areas are: study of epidemiological regularities of hepatitis; sexually transmitted diseases; optimization of antiepidemic maintenance of population in modern conditions.

During 5 years 1675 physicians, 3 candidates (Ph.D.) and 1 Doctor of Medical Science were trained. 46 articles were published as well as the collection of scientific works "Ecological and Epidemiological Health Population Examination", 2 educational manuals: "Tuberculosis: Epidemiology and Prophylaxis" and "Epidemiological Diagnosis of Hepatitis Virus" were published.

 

DEPARTMENT of PEDAGOGICS of HIGH MEDICAL SCHOOL and PHILOSOPHY

The Department was formed in 1998 as a result of merging the Department of Pedagogics of High Medical School with the Department of Social Psychology and Philosophy. The Department of Philosophy existed in the Academy since 1931. The Department provided training for young teachers, correspondence doctoral students and clinical residents both in the fields of philosophy and general theoretical substantiation of organization and development of medical education.

In 1991 the Department was transformed in the Department of Philosophy and Social Psychology, which was headed by Professor V.V. Boiko until June 1998. The Department provided training at the courses of thematic improvement for principals of Public Health, physicians and nurses in social - psychological problems of medical activities. The main research areas of the Department's activity were: examination of social - psychological features of medical worker and principles of their correction; philosophical and social - humanitarian problems of medicine and medical education on a boundary of XX-XXI centuries.

The Department of Pedagogics of High Medical School was formed in 1997 for strengthening teaching staff of the Academy in the field of modern methods of teaching and knowledge control. For postgraduate students and correspondence postgraduate students courses of thematic improvement including both knowledge in the field of pedagogics and fundamentals of the methodology of science were organized. For lecturers courses directed to familiarizing with new methods of knowledge control and activation of educational process were organized.

Now the Department provides training in courses of thematic improvement for lecturers of different levels, courses for postgraduate students, courses of thematic improvement for correspondence postgraduate students (dedicated to methodology of science and scientific data analysis), for employees of practical Public Health (on the subject "Social Psychology in Medicine"). It also leads the training for passing the candidate minimum examination and conducts lectures and seminars in philosophy for the courses of neighbouring Departments.

During 5 years the Department's staff published 9 monographs and more then 90 other printed works.

DEPARTMENT OF NURSERY

The Department was formed in 1998. It provides training in the courses of general and thematic improvement for nurses, lecturers of nursery and social workers in the folowing programs: "Nursery", "Social work in Public Health", "Methodical Problems of Nurse Education".

The main research areas are: working out the preventive methods of premature aging and organization of medical and social aid to elderly people. During its work 326 students were trained at the Department and 11 articles were published.

COURSE of HOMEOPATHY

It was formed in 1994, based on the courses of Toxicology and Pediatric Ή 3 with a course of neonatology. At the present moment it is included in the structure of the Department of Nursery.

The course provides day, evening and correspondence training in the courses of general and thematic improvement on the following subjects: "Fundamentals of Clinical Homeopathy", "Principles of Classic Homeopathy", "Clinical Homeopathy" and "Homeopathy in Pediatrics" for therapeutists, pediatricians and physicians with different qualifications. Practical training of physicians in homeopathic polyclinic is organized. First in the country the training of homeopathy to physicians from the USA in English (grant of the University of Iowa) was held.

According to scientific theme of the course of homeopathy the courses of intensive training are provided on the following subject: "Modern Technologies of Environmental Sanitation of Children Within International Program of Integrated Prophylaxis of Non-Infectious Diseases - CINDI" for physicians, managers, tutors, nurses and instructors of physical culture of children's educational establishments.

The main direction of the scientific work is analysis of work of children's homeopathic improving complex and methods of evaluation of its efficiency; sanitation programs for children and pregnant women.

During last 5 years 56 printed works dedicated to problems of experimental and clinical pharmacology of complex homeopathic medicinal training, preventive medicine, classic homeopathy were published. Among them 1 monograph and 8 educational & methodical manuals.

DEPARTMENT of RADIATION HYGIENE

The Department was formed in 1962. It provides training in the courses of thematic improvement for roentgenologists, radiologists and health officers operating in different fields, as well as for radiographers and radiolaborants in the problems of radiation safety of staff and patients upon usage of radiation sources in medicine, and also in hygienic aspects of emergency situations (Annually about 300 students are trained); courses of general improvement on radiation safety of special X-ray researches for angiologists, surgeons and traumatologists as well as in questions of radiation hygiene and anti-radiation protection for health officer operating in different areas (Annually more than 50 students); courses of thematic improvement in problems of medical law.

The main research directions are: substantiation of radiation safety measures of staff operating with medical X-ray radiation and patients who undergo subject to X-ray methods of examination; organization of the State epidemiological control and radiation safety supply to population; normative legal regulation of medical activity and Public Health protection.

During 5 years 1250 experts of Public Health were trained. 1 monograph, 2 educational and methodical manuals and about 30 scientific works were published.
